Single Point of Contact Program

The purpose of the SPOC program is to provide comprehensive education, training, work activities, job placement and retention services to address the needs of welfare and low-income individuals. The program provides intensive case management along with work supports when needed by participants to enable them to move successfully from welfare to work. Services available to all SPOC participants include assessment of education, training and work activity needs and the establishment of employment goals. Included in SPOC are components specifically designed to meet the various needs of eligible participants.

SPOC has Pre and Post 24-month components. Participants in the Pre-SPOC component participate in a series of educational, skills training or job search activities for at least 30 hours per week. Participants in the Post-SPOC component participate in an approved work activity for 20 hours-per-week and 10 hours of educational or skills training activities. Client eligibility for the SPOC program will be determined by the CAO prior to referral.

Services available to participants may include:

  • The development of individualized employment plans
  • Short-term literacy courses
  • GED and high school diploma programs
  • English as a Second Language (ESL) courses
  • Skills training programs
  • Job placement and retention services

The Community College of Philadelphia (CCP) Next Step Program

The CCP Next Step program is a specialized component of SPOC that utilizes CCP to meet the full range of educational options, job training and support services for TANF clients, with an end goal of finding gainful employment at a family sustaining wage. This component provides opportunities for participants to take adult basic education classes and then transition into job skills training activities at one location. With the addition of on-site case management and job development, the CCP Next Step component can be an important supplement to the on-going services provided through the SPOC Program.

Possible program options are enrollment in an associate degree or certificate program, registration in a short-term training program or preparatory work in a computer-based skills development lab.
