State Inspection/LIS

The Pennsylvania Department of Public Welfare (DPW) is mandated to review each county's child welfare program every year. The purpose of this annual review is to award a license to operate as the county's public child welfare program.

These inspections are compliance oriented. They examine each county's:

  • protective services system
  • substitute care system (foster and congregate care)
  • adoption program
  • administrative components

The results of these inspections are captured in a document called the Licensing Inspection Summary (LIS). The agency receives the preliminary LIS upon the completion of the inspection. It then has a specific time period in which it responds to the LIS and corrects any items that need to be corrected. A final LIS is then issued, and a license to operate is awarded (or not) to the county.
