Services for Parents with Mental Retardation

The SCAN MR program provides supportive services to enable parents with a diagnosis of mental retardation to maintain their children in the family home. The program addresses quality of life issues for the entire family with a special emphasis on the safety of the children. It utilizes a multidisciplinary team approach and provides in-home life skills training and parenting education.

Eligibility

Parents who have a diagnosis of mental retardation (i.e. having a documented IQ below 70) and who have been reported to DHS and who need specialized support in parenting their children ages birth to 21.

Levels of Care

  • Level I
    Level I care is primarily for families who need help navigating service systems to make them more responsive to their needs. This level of care is most appropriate for families that do not have an open case with DHS. Families must be willing to accept intervention and have some basic understanding of the areas of concern. Families may also have a General Protective Services Report. These cases may have one adult member in the household who does not have a diagnosis of mental retardation who helps support the family. While these families need consisted help with daily life skills training, parenting and service coordination, they are able to manage many tasks independently.

  • Level II
    Level II care is primarily for the parents of children who are experiencing behavioral or emotional problems directly related to the mental retardation of one or both parents. Frequently older children of these parents appear to be parentified and the possibility of neglect is a major concern. These cases are known to DHS. One or both parents have a diagnosis of mental retardation and there is little or no adult support. Parents may also have a history of being in out-of–home placement. Their basic understanding of child development is significantly limited. These parents also need special help following through with appropriate medial and psychological intervention for their children.

  • Level III
    This Level of care is for families who require a higher level of service that levels I and II. These cases will receive a special assessment in collaboration with DHS.

Program Provider

The Supportive Child/Adult Network, Inc. (SCAN) specializes in a multidisciplinary approach to prevent, treat and stop the cycle of child abuse, neglect and exploitation through the provision of family services and community education. In April 2000 SCAN was one of two recipients of the Crusader Award, presented by DHS for its 25 years of effort to improve and protect the lives of Philadelphia’s Children.
